Wisconsin Introduces Bill to Legalize Cannabis and Regulation Intoxicating Hemp Product
Wisconsin, USA: Democratic lawmakers in Wisconsin have introduced a new bill, SB 1045, that proposes to legalize adult-use and medical cannabis while introducing stricter regulations for intoxicating hemp products in the state.
If approved, the bill would allow adults aged 21 and above to legally possess cannabis and enable licensed businesses to produce and sell cannabis products under state regulation. The legislation also proposes creating a Division of Cannabis Regulation to oversee cannabis production, processing, testing, and sales.
The bill includes provisions to establish a medical cannabis registry program, allowing patients with qualifying conditions such as cancer, PTSD, HIV/AIDS, and other serious illnesses to access cannabis for treatment.
At the same time, the proposal introduces new restrictions on intoxicating hemp-derived products, limiting their sale to individuals 21 and older and setting cannabinoid limits for products such as edibles and beverages.
However, the hemp provisions would automatically expire if the federal ban on intoxicating hemp products takes effect in November 2026.
The bill is currently under review in the Wisconsin Senate Committee on Licensing, Regulatory Reform, State and Federal Affairs.
