Hemp Global Hemp Legalization Map 2026: Hemp & CBD Regulations Expanding Worldwide

The global hemp industry continues to grow as more countries adopt regulations for industrial hemp cultivation and hemp-derived CBD products. According to the January 2026 update of the Hemp CBD Legalization World Map, more than 70 countries now cultivate hemp for commercial or research purposes.

The largest hemp producers currently include China, France, Canada, and the United States. In 2024, hemp cultivation in North America reached about 82,000 acres, while European Union countries planted around 88,000 acres. China remains the world’s largest hemp fiber and seed producer, planting approximately 95,000 acres, bringing global hemp cultivation to over 270,000 acres.

THC Limits for Industrial Hemp

THC limits for industrial hemp vary across countries. The most widely adopted standard is 0.3% THC, used by the United States, Canada, China, Chile, and most European countries. Some nations, such as the United Kingdom, allow only 0.2% THC, while others, including Australia, New Zealand, Mexico, Switzerland, and Uruguay, permit up to 1% THC. In South Africa, the limit is 2% THC, while Japan and South Korea require hemp to contain almost zero THC.

Hemp-Derived CBD Legal Status

Currently, hemp-derived CBD is legal in at least 57 countries, although regulations differ. In some countries, like Sweden and Latvia, CBD products must contain no THC. In the United States, CBD regulations vary by state, while Canada regulates CBD under its cannabis laws. In Australia and New Zealand, CBD products generally require a prescription, with some low-dose products available through pharmacists.

Global Hemp Market Growth

The global industrial hemp market was valued at about $6.45 billion in 2024 and is projected to reach nearly $17 billion by 2030, according to Grand View Research. The hemp-derived CBD market reached approximately $5.6 billion in 2024, accounting for around 57% of global CBD sales.

North America currently dominates the CBD market, while Europe is expected to see the fastest growth in the coming years. Meanwhile, countries across Latin America, Africa, Asia, and the Middle East are also expanding their hemp industries as regulations continue to evolve.

As more nations update hemp laws and CBD regulations, the global hemp industry is expected to grow significantly over the next decade.
